Clear a lot and rain carries mud into streets and ditches. The city wants a plan to stop that before you start. That's an erosion control plan (TESC). The written version is a SWPPP.
Most home permits with ground work need erosion control on the site plan, and many cities take a short-form SWPPP. An acre or more disturbed likely means Ecology's construction stormwater permit and a full SWPPP. We'll tell you which applies.
Silt fence and wattles, a rock entrance so trucks don't track mud, storm drain protection, covering bare soil (especially October to April), concrete washout, who inspects and how often, and final stabilization.
Erosion control sheets and details, and a SWPPP when required, with updates if the site changes. We keep it simple; your contractor should be able to read it in five minutes.
